About Rep. Springer

Rep. Joy C. Springer is serving her third term in the Arkansas House after first being elected in a special election on March 4, 2020. She represents District 76 which includes a portion of Pulaski County.

For the 95th General Assembly, Rep. Springer serves on the House Judiciary Committee and the House Aging, Children and Youth, Legislative, and Military Affairs Committee. She also serves on the Joint Budget Committee.

After becoming a member of the Arkansas House and during the pandemic, she started studying parliamentary procedures with a group of women in her sorority.
She subsequently became certified as a Parliamentarian and joined the Arkansas Association of Parliamentarians and is a member of the Pink Diamonds Unit of the Arkansas Association.

She previously served as office manager and paralegal for John W. Walker, P.A.
Rep. Springer also previously served on the Little Rock School District Board of Education.

She earned a Bachelor of Science (BS) in Business Administration from Henderson State University, a BS in Elementary Education from the University of Arkansas Little Rock (UALR), as well as a Master’s in Education Administration from UALR.

In 2017, she was the recipient of the Christian Ministerial Alliance Social Justice Award. In 2021, she received the Humanitarian of the Year Award from the Dr. Martin Luther King, Jr. Commission.

Rep. Springer is also a life member of the NAACP where she served on its Executive Committee, a life member and previous President of Alpha Kappa Alpha Sorority, Incorporated® Beta Pi Omega Chapter, a member of the Philander Smith College Educator Preparation Program and a lifetime member of the African Methodist Episcopal Church.
